Upland takes action on sewers and Pusey House

Upland Borough Council voted 8-1 recently to adopt an ordinance regulating sanitary sewer lateral connections. The action was a response to requirements imposed by Delcora. A study completed by the county authority indicated excessive flow into sanitary sewer systems typically results from infiltration and inflow (I&I) into main pipelines and building laterals and increased wastewater discharge from homes, businesses and industries. Reducing I&I into the system is environmentally and economically sound.
According to the report, the most accessible way for municipalities to decrease additional flow is through the public sanitary sewer system. The plan can be implemented through a private lateral I&I program.
Upon sale of a property built more than 15 years prior to the transaction, borough homeowners will be required to have sewer laterals tested for infiltration and any necessary repairs performed. The work may be completed by video, air or smoke tests and all tests and maintenance must be approved by the borough prior to the transfer of title.
