A group of residents from the area of 4th and Townsend sts. told Chester City Council last week they believe construction of the Martin Luther King, Jr. Memorial at 6th and Engle sts. is the cause of flooding they have experienced.

Resident Tom Porter said ever since the memorial was built, homeowners have been dealing with serious flooding. He suggested water flow has been redirected toward the homes and he added that, of course, he was not against the MLK Memorial itself, but questioned whether proper drainage testing was completed prior to its construction.
